This is an overview on how the combine mechanics of the workbench work in a16 (they have changed since being added in a15)
You can use the combine system to repair items of the same type by combining them togehter. It can also be used to improve the quality of the final item if you have the skill for it.
Oakraven Forest Collection
What this means is that if you want to combine items of each type you need to raise the crafting skill that is appropriate. Tools require tool smithing, melee weapons require weapon smithing.
That means to combine an item type up to quality 600 requires you to be at crafting skill 10 and capable of making a quality 500 in that item type
Also note: you can combine lower level items with higher level ones to repair them regardless of skill, you just can't go above it's current quality unless you have the skills to do it
